System using only 3gb of 8gb memory and 5gb page file

Not sure I have the right forum but looking for some help about system memory use trouble shooting.
Vista Home Premium (update: 64 bit OS)
E8600 3.33 GHz Core 2 Duo
8 gb GSkill
GTX 760 2gb

MSI Afterburner and ResMonitor indicate I'm using no more than 3gb of sys memory from what i can see. Page file is up to 5gb though.
Initially I had virtual memory set to system managed. I went and changed it to user selected of min 512mb and max 1024mb but it still is using the exact same amounts. (Windows sysdm.cpl or control panel, system & Maientence, system, advanced)
HP diagnostics tool says all memory is fine.

Is this a Vista issue?

Any help is appreciated.

Sorry I have Vista 64 bit. Do you think my system thinks it's 32 bit?
Start, right click on computer and it shows 64 bit and 8gb of ram.
Resource monitor shows only 30% of memory being used.
about 30 secs into startup my cached memory goes from 500Mb to 3 gb.
I'll see if i can post a picture of services running. Maybe theres something running and using the memory up.
What's annoying is Page file starts at 1.5gb and only gets bigger as I open programs. Even though i set a 1024Mb limit to page file.

No. It stays at ~3gb of use according to resmon and MSI Afterburner. playing Arma 3.
