Cant Browse External USB 3.0 in My COmputer Windows 7

Firs, I'd check within drive management (control panel > administartive tools > computer management) to see if the drive appears there and shows the correct capacity. If it's not showing there or shows a really small capacity, then it's possible that the system is only seeing the electronics associated with the USB controller and the actual hard drive has either failed or is having hardware issues.
