How to create Hotspot when I'm already connected to wifi?

I have 2 wireless network adapters - internal and external.
So hotspot can be created via two ways (but I don't know how?):
1. Create hotspot on second one while using 1st one for wireless connection.
2. Use the same wifi card by using "AP mode". This feature is supported by Connectify but I don't want to use this software (it causes driver problem) and I don't know any other software.

I have a poor wifi signal so it connects only to laptop and I want to share this connection so that I can connect my Android phone to the Internet.

OS: Windows 8.1
external adapter : TP-Link TL-WN722N

Take a look at THIS, unfortunately Win 8 removed the ad hoc network capability from Win 7. Really doesn't matter much though -- Android phones do not work well on them anyway.

Although Connectify can create other issues, it is the best single machine method for connecting Android phones/tablets.

If you have control of the main router, you could buy an inexpensive router that supports dd-wrt v24 and create a Repeater Bridge.
