2- Recomend to disable on board vga or ??? when PCIE card installed, how to do
3- Memory appears to be limited to 1600 with i5 4570, it now only shows 1333

Solution
You don't need to do anything for PCIe setup.

On board vga will automatically shut itself down upon detection of discrete graphics card installed and monitor plugged into the discrete card's slot.

Memory speed is dependant upon what the motherboard supports. you can buy a 10.000MHz memory but it will only run at the maximum that you ran on that particular motherboard.

Best recommended generic program to test general system performance is 3DMark, available for free on Steam, all you need is a steam client and account.

FFS there is nothing to tweak, its all automatic! This is the 21st century, I didn't even have to set my boot to USB drive when installed windows on my pc, and you feel the need to tamper with hardware resources?
