Start with the psu, cooler Master psus are not very good, and kinda unreliable. I'd remove the gpu entirely and use the motherboard igpu. If it works, its either the gpu is bad, or the psu. If you have access to another gpu or psu, try swapping one out. Not both. It'll tell you what is working and what isn't by process if elimination.

You misunderstood. If the psu has a bad 12v output it may not be supplying the gpu with enough amperage or voltage to run. Being able to run the pc now, you can check the event viewer for whatever errors it contains. If you have an old card, you can reinstall and check to see if the psu is working right. Hate to say it but most CoolerMaster psus are junk, they are made cheap with cheap components and are known to fail easily. If you have access to another psu, try swapping it out.

The new Radeon 260X works fine in safe mode? If so, I'd remove all Nvidia drivers using your old Nvidia 210. If you try to uninstall drivers in Safe Mode, I don't think it lets you through Add/Remove Programs. So, I'd put the old card in, boot up normally. Then uninstall all Nvidia drivers, though you may want to download the latest drivers for the Radeon 260X first. After uninstalling the Nvidia drivers, power down the PC and put the new card back in. Boot again normally into Windows, run the driver pkg for the Radeon 260X and go from there. Hopefully, it's just a Nvidia/AMD driver conflict. If no luck there, maybe try another PSU as Karadjgne mentioned.
