How do you tell if your CPU is bottlenecking?

So I heard from another thread the way to tell if your CPU is the bottleneck whilst gaming is by monitoring the GPU usage. I heard your GPU/s should be at 99% and if they aren't the CPU may be holding the graphics card back from performing at their best. Is this true?

The reason I ask is because Shadow of Mordor is the only game I notice my GPU usage spike up to 90%+ and I think I have a VRAM bottleneck on that game anyway. Screenshots provided below:

The easiest way to tell if your CPU is bottlenecking would be to test your game settings. If you run your game on high and you get 20 fps than normally you would get better fps by turning down the some of the visual effects and resolution When the CPU bottlenecks, they'll hardly be a difference. The same is true when you turn up the settings. The impact on the fps will be minimal.
