Graphics Card Cooler Question | "Cooling Capacity" and power consumption

Introduction
Hello,
I recently made the mistake of purchasing a GTX 970 from Palit. The performance is fine, however the problem is that the fan is ridiculously loud and runs at around 80% - 100% speed when playing a game like Far Cry 4 or running 3DMark just to keep the card at around 80 degrees Celsius.

The sound is louder than any computer I've ever heard, no exaggeration.

The Problem
So, I want to buy a graphics card cooler but I've never installed one before and don't know too much about them. I was looking at this cooler from ARCTIC, which I've heard is a good brand.

I am worried about the first sentence in the description at the top of the page. It says
"The Accelero Twin Turbo III has 250 Watts of cooling capacity".
What does this mean? surely the cooler can't use 250 Watts of power from the PSU? That would be more than the graphics card itself.

If somebody could explain what "cooling capacity" means, it would be much appreciated :).

Also, while I'm here, do you think that ARCTIC cooler is a good choice? I'm trying to keep the budget below about £50-£60.

it means it can cope with something that creates 250W of heat, if you had a card that created more than this then it could not cope.

I'd look to your case cooling, and whether you have good enough airflow within the case as it could be that the card is being starved of air and hence is working very hard to stay cool.

I use two fairly decent fans, both 120mm, one Fractal Design and one Corsair, the front is the intake and the rear is the exhaust, with air flowing through a Fractal Design Define R4 case. The front fan is in the bottom slot and the rear fan is in the upper slot, to bring the air through the whole case. I think the card is the problem since it is just a normal blower, which none of the other GTX 970 cards seem to use. I think the cooling in the computer is fine. It rarely goes over 40 C. This is the card.
