Is this build under 1300 dollars good enough?

So recently I wanted to build a computer and this is my first time. I am unsure whether the power supply is enough or too much. I am also to find the graphics card on PC Part Picker, it's a Sapphire SA-R9280X-3GD5-OC (11221-00-41G) 3GB DDR5 R9 280X OC PCI-E VGA Card, and it costs only $269. I am also unsure about this graphics card since when I added it to my system build, the wattage reading suddenly shot up, whereas it doesn't if I pick a nVidia card. Another question would be, should I get an ATX or just leave my mobo as a mATX?

If you are planning on making big changes in the future like crossfire or bigger GPUs than go ahead and get a ATX. If not than mATX is more than efficient

And tbh that is not a good build for $1300, PM me if you want some help with that

Another thing is, I live in Australia, and in Australia, these parts aren't very cheap. For that graphics card, you'll be at least looking from 300-500, that CPU around 300, and that SSD around 100. But anyways, your build is pretty good. I might consider using it and change it further more through the help of others on the internet. Thanks a lot!!!
