Power supply / motherboard issue with new build (help please!)

I'm building a pc myself for the first time and doing a test build outside of the case on the cardboard motherboard box. When I have the RAM, video card, power supply, and monitor connected, turning on the power supply only results in a green light on the video card (has one connector directly to power supply) - no fans turning, no lights anywhere else. I tried jumping the power supply with a paperclip on the 20+4 pin connector - and the power supply fan started turning. I even went and compared the pins voltages between the two connectors (looks fine). Have the 20+4 connected, pushed in what looks like far enough, the connectors are flush with one another and the clip clipped.

Is this a motherboard problem? I'm really hoping it isn't but at this point that's my only guess left...

Edit to add: Forgot to mention, yep, have the CPU 8-pin power connected as well.

stop messing with the PSU! just have it connected to CPU/Mobo/GPU and short the "power on" pins on the motherboard (the ones you connect your case power button - read mobo manual to know which ones)

Don't short it permanently - use a metalic tip like a screwdriver and just touch the two pins briefly.

Uhm, no. How would I do that? (Or, well, which pins are the PWRON pins? The equivalents as on the power supply?)

Went looking after your first reply and identified the pins using the manual. Going to try it now, thank you for your help. (Of course it was something silly like this, oops.)

And re: your second reply - I've been following instructions from the manuals + a "how to build your PC" thing - asking questions /was/ my research after googling failed to be of any help!
