Problem with Port Forwarding. Ports Don't open

So i was trying to port forward a port , but the ports don't open . I'm Using Windows 8.1 . The port i am trying to open is 88 . I have a static IP

What i have already tried is :
----By going into my router settings -> port forwarding -> adding a new port


----I did make new inbound rules in windows firewall for the port i want to open (ie., 88 for both TCP and UDP separately )

BUT WHEN I CHECK for the OPEN PORTS using an ONLINE PORT SCANNER , the ports are always closed !

I have already tried turning off the firewall .
I have also tried checking the port with the applications i have installed i.e., whether if any application is using that particular port or not (used netstat -a -b)
I even tried port forwarding a random port (like 6984) but its still closed !
I tried 3 different online port scanners for scanning the open ports !



Router i am using is a Netgear WNR612.

The online port checkers are not always accurate or reliable. I have opened ports for applications and know that data is being passed through them, but those online port tools always indicate the port is closed.

There is a downloadable tool that does promise accurate results, but I have not used it so can't necessarily recommend it.

The real question is: Does the application itself indicate that the port is closed, or is it working as designed?

Yes , i actually tried with one (cannot recollect the name ) . But still no luck . Any solutions on why this problem is caused ?

Can you provide the name of your ISP and make/model of modem? Any other devices between the router an modem? For what application are you trying to open this port?
