Many current i5s and i7s can easily run 1866 and some even 2133 at stock, generally it's the 2133/2400 area where an OC of the CPU may be required. The 1600 is simply the suggested data rate for Intel Haswell CPUs, and within an individual line of CPUs like say your 4150, some can handle 1866 and others can't

4150 itself doesn't really OC except minimally through the base clock, the DRAM would have to be set manually if XMP doesn't work
