Is CyberPower Empire Elite Gaming PC powerful enough?

I'm looking to get a gaming tower as powerful as I can within my budget of £450, (stretching to £500), not incl. mouse & keyboard etc.

Graphics card: AMD Radeon R7 250 (1 GB GDDR5) 1050 MHz clock speed
Processor: AMD FX 4300 processor (3.8 GHz, 4 MB cache)
RAM: 8GB

I'm not really looking to play the most recent games, the most consuming being Minecraft with shaders, or Skyrim with a few mods. Would this PC be able to run these two at a minimum of 60fps?

£500 for an r7 250 and an fx 4300... i spent £600 on my pc back in april! and it had a 760 and an 8320! that PC will play both those games at over 60fps but as soon as you start adding intensive mods such as shaders it might dip below. both are cpu intensive games and the 4300 is a terrible CPU.

Dont buy pre builts, build your own! you will be happy you did.
