Problems with brand new GTX 970

So I got my brand new EVGA GTX 970 SC ACX 2.0 less than 24 hours ago, after selling my GTX 770. It seemed like a pretty good card. I was playing my heavily modded Skyrim, when suddenly, the computer froze and crashed. Nothing noticeable caused it, and now the 970 won't output video. Integrated graphics works, an old GPU works, everything does, but the 970 just stopped. I've tested it in different PCI lanes, since my PSU is modular I tested it with different cables and in a different slot, and nothing seems to get it to display anything.

I noticed that the fans aren't spinning. With the updated drivers, they're not supposed to be active at temps less than 60, but they act like they want to spin but can't (they keep wiggling back and forth)

I'd love your suggestions. I want an RMA to be the last ditch effort, because I waited over a month to get this card, I don't want to have to wait another several weeks to get a new one.

No, I didn't overclock it at all. I didn't change a thing. Just got it, installed drivers and played the game



Unfortunately, the only other PSU I have is out of a 7 year old Dell. Not gonna cut it. But, yeah, I figured it would just be dead... I don't know why it would happen like that, though. It was working fine for several hours of gameplay
