Krockendra,
With any chip post the sandy bridge release its advised to go for 2133MHz rams and if you're looking for high spec'd rams with stock frequencies supported by the processors onboard memory controller you'll be best served with 1600MHz kits. In short either go 2133MHz or 1600MHz not between that range.

The Raijintek cooler is a nice piece of hardware and in fact is should be better as you can break it into a customizable loop. You could look into the Swiftech H22x or the Fractal Kelvin series for a little more and are highly customizable.

212 dosnt fit in the case and i need 16gigs of ram as my mum is a photographer and video shooter. and im a very very very bad tab fiend. usually have 20-30 tabs open and 2 games running.

Good build, although i would take a mid tower case if you could. Better airflow, would definitely be better for your build.

MSI version of R9 280X is better then Gigabyte, cooler and quieter.

^ Keeping cooling on air and not water but the chassis will allow you to setup a custom loop if and when you have the funding and knowledge for it.

I thought I'd flex some parts choices and the budget and landed on this nifty system albeit more expensive;

if need be you can swap out the Cryorig cooler for this one;
http://au.pcpartpicker.com/part/silverstone-cpu-cooler-nt06pro

and while we're on the topic of swapping - you should add this HDD to the mix; http://au.pcpartpicker.com/part/western-digital-internal-hard-drive-wd40efrx since you mentioned your mum is a photographer. Being a fellow photographer myself I can vouch for the massive number of images... :)
