Overclocking Software Tells Me Graphics Card Isn't Clocked Past 345 mhz

As the title states, my graphics card is (apparently) not clocking past 345mhz. I have an Evga Geforce Gtx 650, and I'm using Evga Precision to OC it. Now let me give you a basic run down of what's going on

I'm trying to overclock my GPU because I've heard that the 650 OC's really well. So when I booted up the software, it was at a consistant 345 core clock, which is odd because that is wayyy lower than the default clock of my card. I decided to up it to the settings that was recommended on another forum (+250 Core, +400 Mem) and still, nothing. Nothing had updated, nothing changed. The temp increased slightly, but the Core and Mem clock didn't move. So I booted up Skryim just to 'benchmark' and put the window for Precision on my other monitor to watch it in realtime. It jumped up to 545 mhz when the game was booting, but then shot back down to 345 mhz while I was playing. There wasn't any noticeable difference in performance either. So I decided to try doubling my clock settings (Because why not) and only then did I see the Core clock jump up to the default clock (1024 mhz). Right after that, it went back down to 345. I don't know if this is software or not, but I really hope someone can help
