Looking for the right CPU cooler under $60 for my new PC - i7 4790K - GTX 970 - $1500

Hi, I'm looking for the right cooler and I need some help. I've been looking at some Noctua coolers but there's so many of them that I have no idea which are good or not. So if any could suggest the best cooler I could get for around $60 that would be great. It doesnt have to be Noctua really

Or would Cooler Master Hyper 212 EVO be good enough?

MOTHERBOARD ASUS Z97-K
GPU MSI GeForce GTX 970 GAMING 4G
HDD Seagate Desktop HDD 1TB
RAM Crucial Ballistix DDR3 16GB (2x8GB) 1600MHz

I used Artic, but Hyper 212 is better. It can get you up to 4.5-4.6 GHZ. A Liquid Cooler is mainly for higher Overclocks at like 4,9-5.0.

You get same temperatures with a LC and a Aftermarket Cooler until you hit 4.6-4.7 ghz. So a Hyper 212 evo is the better opinion if you are going from Light - Mid O.C.

As well, you gotta look at your Power Phases to see how high an OC you can get.

You have DIGI+ 4-phase, so you can only Overclock to maybe 4.3-4.4 ghz. If you could have bought a higher Board with 6 phases maybe even higher.

EDIT: Now I know you are using only 16 GB.

To OP, Hyper 212 Evo, won't break the bank and get you sweet O.C.

Ok so in my budget its more like these:

Noctua NH-U9B SE2
Noctua NH-L9i
Noctua NH-L9a

or the Cooler Master Hyper 212 EVO - CPU Cooler with 120 mm PWM Fan which is 2x as cheap as the Noctua NH-U9B SE2

The Noctua NH-D14 is over my budget

I've never done any OCing but maybe I will in the future so I'd like to be ready for that

If you're not going to do OC, or light OC, the hyper 212 would be working fine for you. Unless you go above 4.3GHz, then you might wanna invest in liquid cooling. Otherwise the hyper 212 would work well very nicely for you :)
