What is better Water Cooler or Air Cooler for AMD FX 8350

Hello again Tom`s community, Pls help me with this question.

I want to know what water cooler is better for my processor AMD FX 8350, because i don't know if is the water cooler is better than air cooler.

My configuration:
Case: Cooler Master Storm Scout
Processor: AMD FX 8350
Ram: 8gb(4x2) kingston HyperX Savage 1866
Video: AMD Radeon 7770 XFX Core Edition
Font: EVGA ATX 750W Supornova NEX750G 80 Plus Gold 120-G1-0750-XR

this one in my country are extreme expencive, if i get another more cheaper worth it? maybe one h50 or Seidon 120M if no one this worth for my processor i dont know what buy because this one is very expensive here and i don't know why.
