help "no signal" after installing radeon hd 6870

Just installed evga 500 power supply. Hooked everything up and installed his radeon hd 6870. Im using a vga to dvi connector/adapter on video card. Monitor says no signal. Light flashes green..I hold it down..nothing. any ideas?

^ power supply is working fine. I'm using computer now with monitor connected through vga port integrated graphics through CPU. So it's the video card and I have the two PCI-E connectors connected to video card as well...you think it's a driver issue?

I think it might be the DVI to VGA connector causing the "No Signal". the motherboard comes with DVI/VGA ports for integrated and it does the "No signal" when I connect the VGA TO DVI adapter through the motherboards DVI port. The monitor only works when plugged using only VGA into motherboards vga port.

Also, the monitor I am using aoc monitor e2070swn literally has ONE button (the power button) which makes things harder. It comes with software on CD for monitor adjustments. So I'm thinking I have several options here;

-Buy a new monitor thats DVI or HDMI compatible (expensive option for me)
- Buy a new DVI to VGA port since the one I ordered was a VERY CHEAP one on ebay below $3.
- Buy a VGA to HDMI chord or adapter.
