Computer will not turn on, shuts off when starting.

I have an old Windows Vista HP Desktop PC. It will no longer turn on. Every time I manage to turn it on, the BIOS options then the Windows Error Recovery menu appears. If I select Start Windows normally, Safe mode, Safe Mode with Networking, Last Good Configuration, the other options that are there, or if I do not select anything after a certain amount of time, it will shut off immediately.
I then have to unplug the power cable, and wait about ten seconds for the power to actually go out (it retains power for a few seconds?). When I plug the cable back in, it powers on again immediately.

I just need to turn it on one more time to move important things off and then I'm probably done with it.

I was just able to select Start Windows Normally without it shutting off (while typing this), but then the power light goes off and the display does not display the computer, even though I can hear the computer still running and see other lights on.

I did manage to start it with Safe Mode and Networking and Command Prompt, but when I login everything is black...

What the heck is going on, and how do I fix this?


EDIT: After turning it off while being in Safe Mode with Networking and Command Prompt, I was able to turn it on correctly with Last Good Configuration. It is so slow and messed up, Windows updates are blocked by what I believe to be some sort of virus. It is a disaster. I don't believe there is anyway to fix this...
 
Solution
You do have the option of removing the HDD and installing into another pc, drive dock, or drive enclosure to get your files off of.
