I am confused why the ram i bought doesnt work

Real quick. I have a dell i5 580 desktop with 4 slots for ram. It has 4 X 2GB Elipida 1066 DDR3 ram currently in it. I bought 2 X 4GB Ripjaws X 1600 DDR3 ram. I took out the 4 X 2gb Elipida and put in the 2 X 4gb Ripjaws X ram in the labeled #1 and #2 slot and left the #3 and #4 slot empty. I turned on the computer and it would start up for 10 seconds then power down, then start up for 10 seconds then power down, it kept doing that over and over and would not ever get past the Dell loading screen. I tried to move the ram to different slots and then it wouldn't even go to the load screen., SO I took them out and put back in the 4 X 2gb Elipida and it works fine now.... Why wont the ripjaws work?
I went to the website Crucial they scanned my system and they are trying to sell me DDR3 1600 ram which is the same as the ripjaws I purchased.

I checked ant the ram was clipped in all the way, they were in the right slots... im confused

1st, they should be in slots #1 & #3 or #2 & #4... 2nd, Dell computers have issues with the CL of RAM... I believe the OEM are CL 11 RAM and they like the slower CL 11 RAM and not CL 9 and smaller. you may want to try the original ram in 1 and 3 and new RAM on 2 and 4 and see if it sees all the ram... I also had issues where 1600 RAM is shipped as 1066 RAM and you need to change it to 1600 in the mo-board... which Dell computer boards do not permt... so may be another issue you will face. I ended up getting Kingston Value RAM CL 11 8GB and have 1 & 3 with that and 2 & 4 with the OEM CL 11 4GB for a total of 24GB CL 11 1333 RAM in my system.
