PC tuns back on several minutes after shutdown.

I have been having this problem since I build my computer last February, however it seems to have gotten worse (or at least it is much more noticeable lately).

Whenever I turn my computer off (via the power button OR selecting "power off/down") it will stay off for a random amount of time before turning back on. Usually it stays off for a few hours before turning back on. However, recently it seems to be coming back on after only being off for several minutes.

I have disabled automatic reboot upon system failure (someone told me that it might be a glitch in my motherboard which cause my PC to believe that there has been an error, as a result it reboot)

Additionally, changed the setting on my network devices so that they cannot power up the computer.

I would really like to resolve this issue (and hopefully the underlying problem) so that it does not pose a potential for more problems in the future. Additionally, it would be nice to not have to reach all the way behind my computer and flip the switch after powering down.

All of my stuff is up to date, and like I said it has been giving me this issue since day one. Here is my build:

OS: Windows 8.1

I would start by going to windows device management, find the network adapter and find the power management setting
called "Wake on LAN" or "WOL" and disable it.

if there are more than one computer on your system, They talk to each other for media sharing and a XBOX or another windows machine can wake up the machine you want to sleep VIA this setting.

bunch of other things that can cause this but this is the most common.
(other ones depend on you BIOS setting and what the BIOS is told is allowed to wake the computer, Sometimes a Mouse can wake the computer because the electronics drift and the computer thinks you moved the mouse, keyboards that have macro support can do screwy things to wake up your computer also)

you can use the command
powercfg.exe /lastwake
and it should tell you what windows thinks woke up the computer
powercfg.exe /? will show you many other options on figuring out wake problems
