RESET switch doesn't turn the computer back on

So, I just built a pc and something is wrong. The reset switch actually turns off the monitor and keyboard, but it doesn't turn off the Fans: it doesn't boot anything; the monitor and keyboard stay shut.

Things to consider:
I am trying to install windows 7 and stuck at black screen with blinking cursor. I am booting from USB.
I have reset the bios.

Consult the motherboard manual under System Panel. Check and see your connection as well. Sometimes they can be hard to see leading to the leds having been placed upsidedown.
Also check the boot order and make it 1. USB( Assuming Windows image is there) 2. Your primary drive.
List of Specs please?

Motherboard : H81M-H
CPU : Intel i5 4690K
PSU : CX 500 Corsair
Bootable USB created from Mac Bootcamp (I don't know if this is the problem)

good to know/. I suppose Instead of Windows image, i guess OS image would have been fine. And that is as far as I know on how to install OSX. So Did you do a BIOS Flashback ? or do it through the UEFI ? I always wondered how BIOS flashback would work on a BIOS chip that is not working right.
