windows 7 32bit only 2.98 ram usable!!!!!

The 32-bit version of windows can only access 4Gb of RAM, with memory mapped for drivers etc. the remaining memory will come in at around 3Gb.
Install a 64-bit version to fully utilize your RAM.

Yes it does, and if the program does not support 64-bit it is run as emulated 32-bit.
Everything should work just fine.

Some programs should be able to use all 8gb as far as I am aware, but windows will not, but I am not completely sure.
