Hi,
I have an M3 portable 1TB External Hard drive(Samsung) and it's model is: HX-M101TCB/G.
It had been working fine on my laptop for a few months then all of a sudden my laptop/any other pc will not recognise that it is a hard drive. When I plug it into the USB 3.0 port, the LED lights up on the device and it spins inside but it doesn't appear on my computer/my devices/disk management or anywhere, my friend tried to see if it would be able to be recognised on linux but also did not work. Any suggestions on how to recover data or to force my laptop to recognise that its a hard drive? thanks.

First off, try a new USB cable. They can go bad where they will still provide power but not data access. This is a common problem for the cables that come with many drives (especially Toshiba externals).

If that doesn't help, there is little you'll be able to do. There's no way to "force" yous system to recognize a drive that is malfunctioning. And I'm relatively sure this model has the USB built directly onto the drive, rather than a SATA to USB bridge board. You'll have little choice but to seek out a data recovery company.
