pc not boot up even fan is runing so fast

My pc is not booting' when i on my pc powe button green and windows 7 start loading then suddenly fan speed gone high and screen going black no signal and hdd light off but fan is still runing its high speed until i switched off' please help

high fan speed from a gpu is card or driver issue or power issue. the card firmware checks the fan at post and for few sec max it out then set it to 30-40 percent. if you can pull the gpou and use onboard video if you have it. then go in and remove the video driver and reboot see if it act like it should. if your rig does not have onboard video and the video card is fine at the mb post screen. hit f8 safe mode and remove the video drivers that way. if the card has no video at all try the car in another pc and a test card in yours see if it the card or power issue.
