Unable to Install Graphic Card drivers; Screen glitches during installation

I had a gtx 460 and just upgraded to a GTX 660 that my friend has just given me. I uninstalled all previous drivers using driver sweeper then installed the 660 to my computer. The display crashes when installing the newest drivers and shows a weird pattern on the screen for around 30 seconds and then the screen goes black rendering me unable to complete the install.

Using a 650 watt cooler master power supply (RS-650-PCAR-E3)

Monitor is plugged into the graphics card using DVI.
It also does this during windows update driver installation. What can I do to fix this issue?

To be clear, the screen is 'ok' using MS generic drivers, and any updates to those drivers is causing your glitches? Hmm. At first glance, the 'weird pattern' is indicitive of the card having an issue, but if you know the card is good, then here is a generic trick that 'may' help:

boot to safe mode, open dos as admin and type:

set devmgr_show_nonpresent_devices=1
start devmgmt.msc

when device manager opens, at top click 'tools, show hidden devices', and get rid of any 'ghosted' devices in the list. It sometimes can happen that too many 'unconnected monitors / video cards' can cause odd issues.

Run CCleaner registry scan, make sure to run chkdsk on the drives as well.
If the system is clean, and all drivers are gone, and device manager is clean that only leaves your windows files and registry. If it doesn't work at this point, I'd try running a repair install to make device manager 'reinstall' the base hardware.

Just did everything you said... the issue still occurs; my friend also gave me his 460 watt coolermaster supply. Will changing the power supply possibly solve this? or is it strictly a gpu issue?

I am also using windows 8.1

You sure the card works in another PC? Just 'looks' like glitchy video card. However, your card needs 140 watts to operate, meaning psu should be at least 450 watts. I don't believe it's a power issue, i've just never seen a weak psu cause that type of thing. Easy enough to test though, don't even have to put it in the PC, should be able to plug the PSU plugs in leaving the PSU on the floor. I would try, i know it's a pain, but if you can beg/borrow/steal a windows 7 disc, and install it to a different 'drive', you could test the ability for windows to use that card. If it works, then you know it's not anything hardware wise in your PC, which means either A: it's not compatible with win8, or B: your win8 needs to be clean installed, as registry is corrupt / not working properly. I wish I had more, best I got. Good luck!

Installed the 660 onto my Dads computer which is running Windows 7 64 bit and it installed perfectly with no mess ups. Should I re-install my copy of 8.1.

Edit: Spoke too soon; the graphic card glitched after restarting the computer and changed the colour to 256 colour and resolution to 640 x 480. I guess the GPU is messed up, what I dont understand is that my friend was using it right before perfectly well.
The monitor still being plugged into the graphics card is still displaying and the gtx 660 has an exclamation mark in device manager although it is not shown on dxdiag
