There is a Sim City 5 but it's just called "Sim City" because it's trendy now to not have sequel numbers on anything anymore and have to stick the release year in brackets to avoid confusion.

EA did patch in an offline mode to let you play the game offline, so you don't need the servers up unless you want to make use of the multiplayer features. If the servers are down right now, you're going to have to check with EA on when they are coming back up, if at all.
