CPU usage running extremely high

CPU: i7-3820 (3.60 GHz)
OS: Windows 7 Home Premium (64)
RAM: 16 GB DDR3 1600 MHz
GPU: Nvidia 780 ti (reference)

As the title suggest my cpu usage is running pretty high, the percentage would be from a low percentage (0% to 20%) then jump to around 50% then close 100% then drop again for the cycle to restart, without any applications running. The only thing I've tried was scan my computer with AVG, it found exactly 19 threats and removed them, however the problem still kept occurring. I checked the processes in task manager and notice that all of the processes that are running high are in the windows folders. At the moment my physical memory is around 45% (7.25 GB) with no applications running. I'm at a lost as to how this happen, one minute I'm watching a Youtube video and than all this processes are asking AVG for permission and instead of blocking them I allow them since I see they're all from Microsoft Corporation. Aside from that, the only other recent thing I've done was clone my 1 TB HDD to a 3 TB HDD, but I'm not sure if that matters. Any tip or help would very much be appreciated.
