Looking To Overclock some 'AMD FX8350's to 4.3-4.5, What air cooler do I need

So like the tittle says, I'm hoping to clock an AMD FX-8350 to ~4.3-4.5 GHz, I have some experience with overclocking and CPU Cooling in the past, but better safe than sorry.

The coolers are for two friends, they are brothers and purchased the same CPU for different computers.

Joe's:
•AMD FX-8350
•Gigabyte GA-970A-UD3P ATX
•Asus GeForce GTX 660
•8GB of Team Elite DDR3-1600
•CPU Cooler Clearance of 178mm
•Corsair 450W ATX12V 80+Gold PSU

Pete's (probably won't overclock this one):
•AMD FX-8350
•Some sketch mobo that only used 6 of 9 standoffs+screws but was labeled ATX, and didn't have a USB 3.0 Header as the box had implied...
•One of the Asus R9 GPUs (I forgot)
•8GB of Ram
•A huge case with lots of clearance
•And a Corsair 550W PSU

I hope to get both coolers under $50-$60 including shipping, from Newegg(because gift card)

BTW I hate the mounting system for the CoolerMaster Hyper 212 EVO... But if its the best, feel free to tell me.
 
Solution
The center mount IS annoying, and if you don't correctly tighten the center screw by only starting the out four screws by a few threads and then tightening the center screw fully, followed by finishing up by going back to the outer screws again, you won't get get a good mount OR good performance.

Personally, I like the Noctua NH-U14S. It can keep a 4.7Ghz OC cool, is as quiet as any cooler I've used and is not as much of a real estate hog as other coolers I've use, but it's also about ten bucks more than your total budget.
You won't get any cooler that I'd recommend for a serious overclock at under 60 bucks for even one. But, at about thirty bucks each the Hyper 212 EVO would be the only option I'd recommend that would still get you where you need to be. If the other unit won't be overclocked then just get one EVO and use the stock cooler on the other board.

If you don't have any coolers, which would be weird since both of those chips should have come with one, I'd just get something lighter duty for the other board like this:

So I think your right about using the stock AMD cooler for Pete's PC, (cuz he only plays DOTA and Civ5) But Joe on the other hand has plans to video edit, and steam physic/CPU intensive games like KSP, meaning a higher clockspeed should have a large effect on performance.

Also I've mounted a CM Hyper 212 EVO on an Intel chip in the past, and unless I see charts showing it has the best 'bang for the buck' over other coolers like the NZXT Respire T40, or something like it, I don't want to mount it again. I found the adjustable x frame thing very annoying.

Rather overclock only if the your friends actually want the improvement for tasks where you would see a direct improvement in, like video editing otherwise its just wiser to avoid overclocking, if you only need to overclock one, rather spend that $60 on a higher grade air cooler, like a noctua NH D14 which is around that price.
