When the PC boots, go into BIOS by hitting the F2 or Delete key (varies depending on OEM) and look for a setting that has default output or default GPU. Also, the CCC should have a setting that can allow you to tweak the default display output device... but as it's AMD and not Nvidia, I can't be sure. I don't use CCC or AMD in my products typically.

What laptop do you have? Also there might be an option in the bios where you could set it to use the dedicated gpu and not the integrated graphics. Also did you install any driver for you gpu?

Make sure you are outputting from the dedicated GPU. Your motherboard may have an output that you are using and the GPU should have at least one. If you are indeed outputting from the GPU, check BIOS settings as bjsm suggests.
