Trying to remember a game I played as a kid!

It was around 2001-2004, it was a SUBMARINE game. You control submarines. I can't really remember much. But you good messages in clouds like someone is saying it. You get a picture of your commander or idk who telling you something is wrong. And then you have to do something to fix it. I rly don't remember anything special. Was it 2D or 3D but I'm guessing it was 3D. It was mostly controlling the submarine it's positioning and not sure but maybe destroying other submarines. I don't exactly remember cuz I didn't understand a thing when I played it. Just some little memories I'd rly like to know what game is it.
