Computer wont start if power button not pressed for some secs

Hi Guys, I would be grateful if someone could tell me what is this.

I had an old PC configuration (not so old, bought in 2010). When I built this gamer pc, it was a very good configuration for the period.
Follow Specs below:

XFX X58i (socket 1366)
Core I7 920
6GB OCZ DDR3 1333MHz
HD 4870x2 (replaced later by a HD 6950)

The problem is the most odd, when I turn on the computer everything starts normally, but no sign for the monitor. So I swaped many video cards and even the PCI-E port, cleaned the ram memory, kept only one or two DDRs in slots (they are 3x2GB), but nothing helped.

After one month trying to solve the issue, I solved to give this PC to a friend in need for a new PC last year(except for the videocard which I sold) and bought other PC for me which is my current one, I told him he could keep the thing if he fixes.

The most magical fact is that he found a way to turn on the thing some months ago. He found that if he turn on the PC and press again the turn on/off button on the motherboard for +/- 2 secs and release, the computer has a normal start, don't ask me how he found that.

Since them he is using the computer this way, I went to his house many times and I saw he doing that everytime he had to turn on the PC.

Since he was using the PC on a table without a computer case I couldn't test if the case power button works on the same way, because I didn't have it to test, but probably yes, I don't see a reason why it wouldn't do that too.
I don't know what problem is this, I'm glad he fixed and now he is using for himself, but I wanted to know if someone knows anything about it, since I fix PCs myself I wished to know why. I 'm puzzled with that.
I think it is an electronic problem on the motherboard.

I don't think it is a bad power cable since I'm using the same power supply in my current PC without problems, I only gave him the Motherboard, CPU and RAM memory.

Im sorry my english is not that good i didnt use the right word. Im not talking about the power cable from your PSU but the cables connected to your power button, that connect to your motherboard. Are those cables damaged or is the input for those on the mobo damaged? Im pretty sure i has to do with that

I do not have the PC case to test anymore, this PC case became trash. But I'm sure it was not the problem, what I meant is...
Even if you use the button on the motherboard to turn on the computer the first time, it doesn't send any signal to monitor, but if you press again and keep it pressed around 2 secs and release, it goes on with the startup process as it should be.
I did not have the opportunity to test the PC case buttons, and as my friend is a little lazy and moved to a very far city, he didn't a shame on his face to buy a PC case, so he is using this on the open. :ange:

As you can see there are both, power and reset button on the mobo. What I meant is, whether is a mobo button or a case button (probabçy), you need to turn on first, and press again keeping for some time.
