Well right now i have i3-550 with HD5450 and it lags as hell on killing turfs. but hoping that Intel HD 4600 is better than the HD 5450 until i get better gpu.

On low settings, maybe. I know the i5 4600 integrated graphics can run bioshock 1 at a good framerate, but saints row 2 was a buggy, badly optimized game in addition to being open world so that will tax it more.
It will run on lowest settings if the FPS is not playable which i dont think will happen i think you will get around 25-30 FPS at low settings which is fine for smooth gameplay but in case the game is not playble then you have to drop the resolution for better results.
