can i have a r9 280x with a Q8200 intel core2 quad?

I would like to know if the r9 280x would run with the q8200 processor, I have 750 watt power supply and a P5n32-e sli motherboard, I currently have a HD 6770

While not optimal, the R9 280X will certainly work with the OP's motherboard/CPU/PSU combo.

As razvan_mz points out, a more modern motherboard/CPU would be more effective and efficient with the R9 280X. The OP might be better off using the money for the R9 to purchase a new motherboard and CPU instead and then purchase a stronger GPU in the future.

I actually just ran in to this decision lately. I was running a Q8300 @ 3.0 Ghz on a DDR2 board with a 6870. I was considering keeping the C2Q and just upping the GPU to a R9-280. After much research I discovered there is a substantial bottleneck with most mid-high end GPU's and decided that I would be much better served to update my platform and carry over the 6870 for the time being. I am very happy with the decision because now I can take my pick of GPU's and not have to worry about any bottlenecks.

That said to address your root question yes the 280X will "function" with the Q8200 however it will not perform at it's full potential.
