Bought this 2700K in 2012
and while it works @4.6Ghz i wonder is it still actual in 2015, and is it anywhere near 4770k performance or do i need to push it to 4.8 Ghz...

Solution
Well, depends on your usage. But still is one of the best cpu's you can get even if it is 3 years old.Sandy vs Haswell has like 10% more performance due to architecture but not visible on real world applications.Especially gaming.Your's at 4.6Ghz is compareable to like a 4770K at 4.4Ghz which is actually a lot common overclock for this chip.
So to conclude, your chip is really powerful and shouldn't push you back.

Not much advances in CPUs in the last 4-5 years... Your 2700k is only maybe 10-15% slower than a 4770k at same clocks. In other words a 4770k at 4.0 Ghz is about the same speed as a 2700k at 4.4Ghz (give or take a bit this is just estimations).

From my experience each generation is 5% faster at most , so your speculation is correct.Except, for the clock speeds.I am not quite sure if it's that extreme of a difference.0.3Ghz at most IMO

The i7-2700K is still a great and powerful chip. I wouldn't trade it any for an upgrade unless it's a NEED versus a WANT situation... like alexakis99 has said that it really depends on your usage. I have an i7-2600 PC, as well as an i7-4770 and i7-4790K for programming and content creation projects... they all work great, and surprisingly, I'm more attached to and use the i7-2600 PC :)
