Problem with LAN or FairPoint?

I just completed a new build that has an Asus Z97-A motherboard with Intel networking. When I plugged in the ethernet port it took several reboot attempts to connect to the network. When it finally did connect to the internet the connection was throttled to a crawl Microsoft Update times out after a half hour trying to find updates for the machine and it estimated several hours to download SteamSetup! Even though I installed the Intel Driver from the Asus DVD-ROM and this was the same connection I had plugged into my old PC and gave me average speeds for FairPoint service.

The Windows diagnostics could detect no problem with LAN connection. Upon looking at the hardware properties it was displaying that the connection was 10mbs. I tried shutting down and rebooting the FairPoint modem/router which did not improve the speed at all. Also I tried moving the ethernet connection to a different port on the modem/router which also did nothing to improve connectivity. And at the time there was only one other ethernet connected PC and one tablet connected to WiFi.

FairPoint representatives insist the company does not throttle anyone's internet speed. But I've had instances in the past where my phone and tablet devices were getting almost no connectivity at all but my chromebook PC, which runs on the WiFi from the same modem/router was getting normal speed along with the ethernet connected PCs. They say it must be a problem with my hardware not FairPoint. But all LAN problems I've had in the past gave me no internet connection at all, I've never known a LAN error windows could not detect but just slows the internet connection down instead of allowing no connectivity at all.

Could this actually be hardware problem or do I need a new internet provider?

I installed from the DVD-ROM that came with the motherboard. I would assume there are probably some update since that disc was created but I don't know because the connection is crawling so slow it times out when I try and check for updates.

Yea, I checked with Asus support they said as long as I installed the drive from the disc and no error messages were displaying, there should be no reason why the connection is being throttled to a crawl like that. The hardware properties states that it has a 10mbs connectivity.

Thanks for the help, but the problem did't require any driver updates, or changing ethernet cables, or factory reset of the modem/router. The router Ethernet connection worked fine for my old machine until it was moved to my new machine where it slowed the speed down to few dozen kilobytes an hour! When the ethernet connection was moved from the router ports to the modem port my new machine started getting regular connection speed. Despite FairPoint technical support staff's insistence the problem must be with my hardware after going through all the troubleshooting steps with me!
