Gpu tdp doesn't go more than 50% the first time i turn on my computer

Hello, Since the past weeks, everytime i turn on my computer in the morning i notice that my gpu is not working 100%.
When i run heaven benchmark, the fps drops to 9-30 fps. sometime the pc crashes.
What i do is (i know you might think its silly..) I restart my computer a few times or shut down it, flicker the on and off swith button on my psu.
Or somtimes, i'll just browse on the internet for like 10 minutes then restart.
after that, fps goes normal. i use extreme settings in default clock.

i notice using gpuz, the tdp% is running only around 50%. But when it goes normal, tdp goes above 50%.
it doesn't crash though when i play far cr 4 for hours. I have gigabyte gtx 760 oc.
i tried to roll back the display driver but its still the same plus, it made the trees in far cry 4 flat.

tnx for the reply. i have a evga supernova 80 plus bronze 750w. and yes, gpu temps are doesn't go above 50 degrees celsius at first. when it goes normal, gpu temps goes normal as well..

when the gpu is running normal, temps goes around 60 degrees celsius or higher. otherwise, it goes around 50 degrees celsius or below. I benchmark it at extreme settings.

All seems to be running normal after 5-10 minutes from the time i first turn on my pc every morning. my problem is why do i have to wait a couple of minutes, or restart again my pc? its like it needs a warm up or something.. i tried to re-seat my gpu from the mobo and it will work but the same problem happens again the next day..

have you tried overclocking at all or is there any chance the card could be damaged? also if you have an extra computer or a friend with a computer you could plug it in there and see if the issue prevails.
