GPU, CPU, MOBO and RAM under 400$

Hey guys, before anyone gets scared, I already have some HDs, an optical drive, a PSU, as well as mouse, keyboards and monitor. So my needs are RAM, CPU, MOBO and GPU.

Approximate Purchase Date: next couple of weeks.

Budget Range: 400$ (will buy it at the store, so no shipping necessary

System Usage from Most to Least Important: Gaming and programming.

Parts to Upgrade: CPU, GPU, MOBO and RAM

Preferred Website(s) for Parts: BestBuy, but i'll take Amazon too

Additional Comments: If needed I would take a cooler too, preferably quiet.

So far I just settled in buying: Corsair Vengeance Blue 8 GB (2X4 GB) PC3-12800 1600mHz DDR3 since Corsair has international warranty (my other option would be G.Skill).
Any tips towards the rest? I'm buying the parts in the USA. On CPU I liked Intel I5-4440 quite a bit, but I don't know if it's too expensive for my budget. On Mobo and GPU i'm really lost in to what is worth right now.

If it improves the build a lot I could go up the budget to 500$.
