What are the possible causes of low fps if my hardware is up to par?

I have an MSI GTX 970 Gaming 4G and an FX-8320 and I play on 1600x900 resolution, but my fps in games such as BF4 and FC4 is lower than people who have the same card and play on higher resolutions. What are some of the possible causes of low fps if hardware isn't an issue?

Yes, I do play at ultra settings, but I get roughly the same fps no matter what settings I play on. One thing I've noticed is that no matter what settings I play on, the cpu fan gets very loud, could that have something to do with it?

Clearly your cpu bottleneck the gpu
I had the same issue and fixed with upgrading the cpu
Minimum fps always depend on cpu because that's what running the game engine
Gpu can only increse maximum fps and viwe quality
Get better cpu

I am using the stock cooler that came with the FX-8320, and my mobo is the ASUS M5A97 R2.0. The stock cooler gets extremely loud when playing games, which has caused me develop a "theory". I think that my processor may be bottlenecking my card due to temperature. If my processor were to operate at a speed suitable for the GTX 970, the stock cooler would be unable to keep it cool enough to prevent hardware damage from heat. Does that sound like a possible explanation?

What you sounds like is totally about cpu bottlenecking
Everything you said in your question happens in cpu bottlenecking!
I had same issue earlier with dual core cpu with gtx 670 and after upgrading cpu everything become ok!
When playing a game in ultra graphics just press ctrl+alt+del and look at cpu graph in task manager
I'm pretty sure that cpu should be in 100% state

The FX-8320 is 3.5 GHz at stock speed, can you recommend an OC speed to prevent bottlenecking?

Yeah that's the first thing u should try before buying new cpu
You don't have to overclock much
Just overclock to 3.7 and see any difference
You can find tons of articles about overclocking if you search Google :)
 


Yes, SO what was your cpu temps and gpu temps in game?
And if you want to overclock, you need a better aftermarket cpu cooler than the stock cooler.

Update: I purchased and installed a cooler master hyper 212 Plus and overclocked my FX-8320 from the stock 3.5 GHz to 4.0 GHz, there is barely any difference in fps whatsoever. I am now completely stumped since I have tried everything. Is it possible that the card itself is just defective?

Have you connectd all required power sockets to vga card?
If it's only running with power of one socket,this can occur
And one ram card may not working properly
That can reduce performance of other card as well
So just use pc with one ram card or ask ram from a friend and play with it and see any difference!
Those are the only two possibilities i can think of

I have, but at this point, I've essentially ruled out that temperatures could be the problem. My cpu is now cooled by a cooler master hyper 212 plus, and the MSI GTX 970 Gaming edition that I use has a pretty good cooler. It has to be something else.
