Need help finding some good radiator fans

I have a cooler master nepton 280l and I was looking for some insane fans for it as the stock ones are ok but defiantly need upgrading.
These are exhaust and would like it if they didn't while like the stock cooler master ones.

Requirements:
1. No louder than 30DB
2. Must be 140mm
3. would like 100+CFM
4. would like above 5 MMH2O
5. Preferably around $20

No louder than 30db but more than 100 CFM is... unlikely. Also, 5mm H2O is pretty miserly for radiator fans.

That being said, the Noctua 140MM PWM fans are by FAR your best bet, especially since you're willing to spend a little for them. Silent as the grave, PWM (so speed controlled by the motherboard automatically, based on temperature), incredibly powerful when they need to be... while still totally silent other than wooshing air, and... ugly as all get-out. But worth it.
