Please help GTX 780Ti low clock speeds

Hi all,
I have had issues with my GTX 780Ti since the dawn of time but have kept it all along. I have an EVGA GTX 780Ti SC, but I always seem to score lower than others in things like 3Dmark.

My system specs are
Monitor: Asus ROG Swift PG278Q
Case: Corsair 760T
GPU: EVGA GTX 780 Ti ACX edition
Processor: Intel I7-4790k overclocked to 4.7Ghz
Motherboard: Gigabyte Z97X-UD3H
Ram: 16 Gb G-Skills RipJaw X gaming ram
NZXT Kraken X61 Water Cooler
NZXT Light Strip
Hard drive: 2x 1Tb Seagate drives
SSD: Kingston125Gb SSD + Intel 730 series 240GB
PSU: Cooler Master V650

My clock speeds as displayed in MSI afterburner don't seem to go above 950 Mhz. I have tried overclocking the card recently by slightly upping the voltage and adjusting the core clock but to no avail. The core clock speeds remain the same and it is really annoying me.
I am up to date with all drivers, and have just bought new CPU and Motherboard in the hopes that somehow that would cure the issue.
My CPU is watercooled and GPU temps don't go above 65 Celsius if that is any help
Any help would be hugely appreciated.
