Solution
GTA IV is known for not working properly on PC. Even those with a high-end PC can't play it on max. And you have a laptop, which might not be the most optimal for this game.

I'm sorry, but that's a very, VERY weak rig to play any game at decent settings actually...or at least any relatively recent one (2010~2015).

My experience isn't that good with embedded solutions, but I believe that if you want your games to be actually playable, you're forced to look at pre-2006 games. Any game after that time, depending on how graphically intensive it is, may either be playable at minimum settings AND resolution or not be playable at all. Either upgrade your hardware, if you've got the possibility to do so, or look for older or lighter games, as any AAA title will have a hard time running on your system...

Google for that GPU model, it's a motherboard embedded solution for AMD chipsets, desktop computers. It's that kind of hardware you usually buy when you're in a country with low availability or when you, unfortunately and for how harsh it may sound, don't have the economical means to afford anything better

I have a 760G based motherboard, the GPU is not suitable for playing any high-end game.
