My CPU and GPU are not at 100% but i have bad performance in Skyrim

The Skyrim graphics engine is badly optimized and even my GTX 970 cannot maintain 60 fps on high settings with no mods installed. Also, mods can drag down your performance.

I use alot of mods, i don't know exactly how many. I use SMIM, 2k textures and Verdant (It's a grass mod) I don't use any ENB's. I don't know that much about computers but my guess would be, that i would have no problem with FPS if neither my GPU or CPU would be at 100%

Nvidia Geforce GTX 760 (3gb)
Intel i7-4770k 3.5GHz (Have a button on the computer that instantly overclocks it to 4.1GHz)
