New hard drive shows up in BIOS but not My Computer nor Disk Management

I just recently purchased and installed a new hard drive in my computer and when I go to the BIOS it tells me that the hard drive is there. After I boot Windows, I go into the disk managemnet. It does not show up there. All I see in the disk management is the OS C: drive and System Reserved that is allocated onto the same drive that is not my new drive.

Operating System: Windows 8.1 Pro
Hard Drive: WD10EZRX - WD Green 1TB Desktop Hard Drive

UPDATE:
The hard drive does show up in the device manager, but still not the Disk Management or My Computer

I've missed the model number from your first post, sorry about that.
It may be a good idea to put the drive in another SATA port as well as use different cables.
Keep in mind though that the best way to see whether the issues is caused by the HDD or your system is to attach it to another one. Or, to attach another HDD in the same SATA port with the same cables. :)
In case nothing works, you can just contact WD's Support either by phone or e-mail and eventually RMA the drive.

I have had this happen to me a few times. Majority of the time, it was because the drive letter was already in use by a disconnected device. So I had to plug in everything I ever had (extra CD rom drives, USB, etc) before I could change the letter.

Recently I had this with windows 7 and it turned out that the disk needed to be formatted by a bigger and better tool than windows >_<

I got partion magic (or something like that), formatted the new disk, then windows on boot was able to see it.

So I guess my advice is try plugging in all devices first and check the drive letter allocation in disk management, failing that, get some sort of formatting software and format the disk.

This unfortunately did not work. I plugged all of the devices in as you have mentioned and restarted my computer. In disk management, my computer and a third party partition editor, the hard drive still does not show up. It still does show up in the Device Manager.

Usually, a new HDD should show up in Disk Management as unknown/not initialized. Sometimes this is hidden as the lower part of Disk Management is scroll-able. You can try to scroll to the bottom. If the HDD is not listed over there, you may want to try the HDD on another system. There is a chance that there is something wrong with it. If it is not recognized properly by another system as well, you may have to contact the manufacturer's support and eventually RMA the drive.
