Amd 7950 Sapphire OC wont run games

ok. so i got a 7950 to replace my old 6770, but wehn i installed the drivers and tried to playat least games, they screen just blinked and did nothing (planetside 2 thought i had no grapic card). The card was a refurbished one, but i dont want to assume anthing yet.

So can anyone help me?

Cpu: Intel Core i5-2400 Sandy Bridge Quad-Core 3.1GHz

Motherboard: ASUS P8H67-M PRO/CSM (REV 3.0) LGA 1155 Intel H67

Ram: CORSAIR XMS3 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333

Psu: hec X-Power Pro 650 650W Continuous @ 40°C ATX 12V v2.2 / EPS 12V

(old)Gpu: Radeon HD 6770 1GB 128-Bit GDDR5

(New): Refurbished: SAPPHIRE 11196-09-CPO Radeon HD 7950 3GB 384-Bit GDDR5

I dont know how it could be the Psu, for on both Amd and Sapphire said that the wattage would be about 500

So, uh im pretty much the dumbest person on the planet. I was looking to see if the computer recognized the card on the device manager, and there was the message that said to restart the pc. I did and the games are actually running with no problems. I am very sorry for wasting your time, but you did provide me with some great advice on buying future Psu (and maybe just replacing current one just in case it poops on me)

I didnt think someone would reply as quickly as you did, it does feel comfortable to know that there are people like you that know what they're talking about. well thanks again and if i have any problems in the future, this site has proved that there are people who care to help others.
