PC Crashing during POST (AsRock Extreme 4)

This is how it started
Turned my PC on, booted normally until about 5 seconds after getting into Windows my GPU fan goes all the way up to 100%
I assume my GPU drivers are just broken so i shut down and remove my GPU
Turn PC back on all seemed normal
5 minutes later Black screen but PC still running (With Black screen)
Shutdown and restart
Nothing, crashed almost the moment i push the button.
This happens about 2 more times

Take a look at my Mobo,
Dr. Debug gives me a F4 error (Recovery firmware image is loaded)

I remove 1 of my 2 RAM sticks, unplug HDD's and all other things(CD Drive, Audio front ..etc)
Turn PC on same thing, same error.
I re-seat my CPU(Check pins, all looks fine), put in one of my sisters RAM sticks and Clear BIOS
Same thing again
Try without CPU cooler on (finger on to check temp)(was worried it was pushing down a pin strangely)
Still same thing

Order of what happens:
Push Button
Fans and lights on
Dr Debug quickly flashes some stuff
Then holds at F4 error for half a second
PC turns off
(During all this the screen remains off)

At first i thought it was a PSU problem, replaced the PSU with a brand new one.
Same thing

Hardware:
AsRock Extreme 4 Z77 (BIOS version 2.8, I have never updated it, not an old version though)
Intel i7 3770K (Not over clocked)
Corsair Vengeance 4Gb x2 (swapped out for my sisters 2Gb)(tried with 4 different sticks)
Sapphire AMD HD 5850 (Not in PC)
HDD's don't matter the PC does't even make it to BIOS, they are unplugged anyway.
