Some of the newer PSU have built in thermal fans that only turn on when unit needs to be cooled. This is likely whats happening to yours. There should be a switch on it somewhere that will allow you to switch it to "always on".

how hot is it getting? warm to the touch? to hot for you to keep your hand on it?

It would be best if you have a laser or a infrared thermometer that you could be able to check to see how hot it is actually getting. You might just be over reacting.
