New build not working properly, can't figure out why.

My specs:

MSI A55M-E35 mobo
Saphire Radeon HD 6850 graphics card
Toshiba 1TB hard drive
Samsung 24x DVD writer
Dell 2005pw Monitor
AMD Athlon X4 860k CPU
EVGA 500w PSU


The problems

Monitor - The DVI channel is in power saving mode, it asks me to press any button or move the mouse to continue, I can't because of the motherboard. I've tried to factory reset it, but the stupid menu disappears after a few seconds. :mad:

The MoBo - Everything is wired up, everything turns on, but the USBs don't pick up anything, so I can't use my keyboard or mouse to get past the power saving screen. Do I have to enable the USBs in the Bios? Do I have to install drivers? (Hard to do without a display :p) Also, if I was to use a PS/2 converter for the mouse or keyboard, would that get me past the power saving screen?

The GPU - I bought it second hand, a little dusty but looked fine, and sold form a reputable second hand chain store, it turns on with the rest of the computer, and the fan comes on. The DVI output seems to work, it makes the monitor go to the power saving screen, however, I tried it in my living room, HDMI to HDMI, and got nothing on the TV, I made sure I was on the right channel and everything, so the HDMI could be faulty or busted.


If you guys have any advice or solutions they would be greatly appreciated. I can post a video if the text is a bit confusing. Thanks.
 
Common things to try.
Check motherboard manual to make sure you are in the right pci-e slot
If card has two dvi slots, try the other one.
try another pci-e slot on motherboard
make sure it's plugged in (if it has power connections)
reseat the card (aka take it out put it back in)
make sure bios is set to use pci-e
make sure monitor is on dvi input (some won't auto switch well)

There's only one PCI-E slot.
Tried both DVI outputs.
Card has been taken out and in again a few times, seated properly.
Can't get to Bios because of monitor.
Monitor is on DVI, but stuck in power saving mode.

The monitor seems to know when it's connected to something via DVI, it says it's in power saving mode when it is, when it's not it just displays a colour test.


Are USBs disabled in new motherboards? Will I need to enable them in the bios? Neither the front panel ones or the back ones are working for me. But when I plug in my mouse, I get a split second of power to it, then nothing, in all ports.

Also, if I was to use PS/2 ports instead, would they work?
