Solution
I'm slightly confused due to the run-on sentence but here's some basic troubleshooting advice:

1) If a device works with the HDMI input on the HDTV (PS3 or DVD player) then the issue is with your PC.

2) If you swap to a different video card and get HDMI fine then the issue is with the original video card

3) Test with only the HDMI output from the card (don't have a TV and monitor hooked up at the same time).

4) Be sure to shutoff the computer before connecting the cables.

5) If testing on monitor, make sure you have the proper INPUT selected on the monitor (if it's got VGA selected then you won't see the HDMI input)

The same goes for the HDTV. For example, if using "HDMI 2" as the input:

a) Connect dvd player or PS3 etc to HDTV...

b) Verify it works then shut down PS3/DVD device and shut down HDTV
c) Unplug HDMI from PS3/DVD and hookup to PC
d) Start HDTV
e) Start PC
f) If no picture, use HDTV remote to verify proper HDMI input (in this case "HDMI 2")
g) if still fails, shut down PC and try different graphics card or onboard iGPU if possible and test
