Force Constant Voltage. Will there be any side effects?

I have a R9 290 Tri-X and the voltage keeps going down to 500 or so when it should be at 1000Mhz the whole time. Can I go on MSI Afterburner and force constant voltage without overheating or side effects or will it ruin my card? I really need to force because it keeps on dropping. And no it is not dropping because of temperature. The temps actually go down when it drops. So will there be any side effects of force constant voltage?
 
You are calling it voltage but listing out Mhz. Those are not the same things. You should have no need to force either a constant voltage or speed on your GPU.

The speed your GPU is running at (Mhz / Ghz) should depend on what it's doing. When at the Windows desktop, it should fall to an idle state. When watching video, it should be somewhere in the middle, and when gaming, it should run at it's highest rated clock speeds.
